    There are few other non-Cubans besides Pepins that have triple caps. I also have seen triple caps on fake Cubans. No legit Cubans (hand-made) without though.

    It's tar and it happens when the smoke is a little plugged in the cap area. The smoke is all going through a small area and it accumulates tar.     No amount of age on a Fuente or any NCC puts it in the same league of a Good Cuban cigar thats properly aged to my taste buds. I've had a few Opus X's aged over 5 years, they were not terrible, but not that good to me either. To each his own though.
