That is not the case if you cut correctly. I've had many that I have cut and came to find out that the draw was too tight so I let them rest. I still have some that have several years on them. As long as you don't cut off too much, they will be fine.
Theoretically as long as you don't cut of the entire capa you will be all set. The capa is what holds the wrapper leaf on...but if the humidity gets too high and your cigars absorb that humidity...all bets are off and so is the wrapper for that matter.
