Considering that most cigars are rolled in places where the average low during the winter is around 70 degrees F, I'd say the people who manufacture cigars.

According to a quick google search (yeah I'm at work) "National cigar day is to commemorate the day that Oscar Hammerstein I patented his first cigar-rolling machine in 1883."
