If shipping cigars, the import duty will kill him.
From what I recall there is a weight limit that you will not want to go over... I am not certain on the exact figure, but tobacco is taxed at something like $300/kg if you send anything over 250g. I suggest you check out this website & scroll down to the Gift Concession section...

Couldn't you toss in a box of crayons and a coloring book and call the package "art supplies"?
