The only 2 ways to get the lighter before it was "re-released" at the '05 RTDA with the safety lock were from overseas or from a tool store. You do have to document this will be used for a business if you order from the tool warehouse; the lighter can't be sold as a lighter without the child safety lock. See their disclaimer posted below

Got mine from the same place about 2 weeks ago and have since put it through the ringers. The one from there is Prince Japan but not blazer and not child proof. Quite a nice piece.
Somebody on here said that the " Prince pocket torch" which is the Japan rip off of the Blazer PB-207 is a piece. Well let me say this. I do not smoke expensive cigars and I'm not rich and I own one of those cheap rip off's. I have owned my Prince pocket torch for 8 years and never ever had a problem with it and I paid $5 for it at a flea market. There is no difference between the two, except the price. I also own several other lighters, but the Prince is my favorite. Who ever said Colibri is junk doesn't know much about lighters either. The only time you have problems with these type of lighters is when you don't fill them correctly and when you go from inside where it is cold to 90 degree weather or the other way around. From the nice warm house to the freezing cold outdoors. That is why some of the better lighters come with an adjustment on them. So you can get the pressure correct. Butane lighters are touchy they don't like temperature changes and they certainly don't have a brain. So sometimes there owners might have to adjust them to get them to light. If you want dependability, buy a Zippo and enjoy the taste of lighter fluid, yummy.
